I have a lovely flowering crab tree that has annoying suckers.?

I keep cutting them back, how do I manage these time consuming, irritating suckers that keep popping up under this tree? I placed the black garden barrier around the tree and put rock on top of that, but the suckers are still coming up around the base of the tree!
