Can you use filter step-up rings for auxiliary lenses?

I love distortion in my photos. Lomo, stacked fisheye lenses, Holga lenses, you name it.. I would like to know if attaching an auxiliary lens to to a different size SLR via filter step-up/down rings would work before I spend a lot of money.
