Can you paint over wallpaper?

Well I'm switching rooms with my little brother because I am a teenage girl and NEED a bigger room. his room has some solid wallpaper with small spots of water damage, and is very attached to the wall. My mother and I were wondering, instead of going through the hassle of taking it all off, can we just paint over it? first a gray-blue layer then a white-beige layer? Will the design on the wallpaper show?
